The Storm King was an enemy of Green Arrow.

As the head of Star City's weather bureau, Tiller used his position to blackmail Star City by posing as the masked Storm King, who somehow had control over the weather. He did so by first sabotaging the meteorological equipment to show false readings, allowing public events to be scheduled under the assumption of clear weather. He then contacted the directors of these public events, most of which were sports-related, in his alternate identity, making extortion demands on threat of causing bad weather. As expected, he was at first ignored as a crank, and so these events would be cancelled when bad weather unexpectedly occurred.

The Green Arrow and Speedy became involved and interviewed Tiller, who faked being as astonished as anyone else by the Storm King's apparent power over nature, They later flew around the general area before an air show in their Arrowplane, which was brought down by a storm. Showing up in costume with his gang, Tiller had them taken to their hideout, where he subjected the two archers to a simulated weather chamber he'd actually been experimenting with, alternating subjecting them to extreme cold, then rain, and finally heat. As a result, an incendiary arrow in Green Arrow's quiver was set off, blowing the heroes free of the chamber. Rushing to prevent another simulated weather disaster where the Storm King and his men were setting a local dam to collapse, the apparent result of excess rain, the Arrow and Speedy captured the criminals and did a patch job on a loosed portion of the dam.

They then unmasked the Storm King as Tiller, and the Arrow later explained how he had tampered with the weather bureau's equipment so he could engage in a massive con game. The former Storm King and his cronies were then taken away by the authorities, the Green Arrow later remarking on the weather and saying how Tiller would be cooling his heels in prison.

  • This version of Tiller (Earth-Two), including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths event and later restored following the rebirth of the infinite Multiverse during the Dark Crisis of 2022-2023. Even though other versions of the character may have appeared, this information does not apply to those versions.
