Officer Daniels is a corrupt officer in the Gotham City Police Department who abducts children for Katherine Webb's workshop and supposed orphanage, claiming them to be homeless orphans regardless of their actual circumstances.
History
In 1938, two years before the founding of the Batgirls, Officer Daniels ran down the runaways Harper and Cullen Row, who had fled their abusive father, and then tried to deliver them both to Pinkney Orphanage only for Harper to escape. Daniels also abducted Tim Drake and forced him into the orphanage where he was forced to work on weapons for the Nazis by the orphanage's bigoted and hateful headmistress. In addition to his regular targeting of children Daniels takes other bribes; the landlord Quivelle pays him off to look the other way when Quivelle is breaking the law and help him beat and steal from his tenants.
In 1940 Quivelle paid Daniels to chase down the Batgirls after they helped Felicity Smoak's family escape from Quivelle and his thugs before Quivelle had managed to steal everything they owned while kicking them out of their housing. The encounter reminded Harper of her brother's predicament in Pinkney and she asked her fellow Batgirls to help her rescue him. The Batgirls enlisted the aid of Alysia Yeoh, a friend of Kathy Duquesne's who had previously escaped from the orphanage. In the ensuing investigation Daniels' corruption was unveiled by his superior Maggie Sawyer.
