It's Tim's brain, in an android body. The last creation of Bob Benton, mad scientist about town... or to be more specific, of the Terror 2000 program. 
The Black Terror was a hero from Terra Obscura.
History
Origin
Tim Roland helped (accidentally) Bob Benton to create the formic ether that gave them super powers.
He survived the alien at Antarctica. He later died, or was killed, and his body was co-opted by the Terror 2000.
