Toby Raynes was a reporter for the Metropolis Star, as well the girlfriend of Maggie Sawyer during Sawyer's tenure with the Metropolis Police Department's Special Crimes Unit.
History
When Maggie was transferred to the Gotham City Police Department, the distance put a strain on their relationship, as Toby elected to stay in Metropolis.
