Tommy Lee was a Meteor freak.
History
At some point, Tommy Lee became infected by Kryptonite and was taken to LuthorCorp's Level 3, at the plant in Smallville. As one of their test subjects, he was given good food and entertainment, while also receiving daily injections of a serum, that boosted his abilities.[1]
However, he was eventually taken from Level 3 and sent to Belle Reve. During a visit to the facility, Lex Luthor "accidently" released Lee from his restraints and he broke out with two other patients. Having heard stories about Clark Kent from other patients, Lee and the others went to Smallville and took Kent's parents and girlfriend hostage. Threatening to kill them if Kent didn't supply them with the serum, that they had gotten at Level 3. However, Kent outsmarted him, resulting in Lee and the two others being apprehended and returned to Belle Reve.[1]

- Power Limitation: Lee is unable to generate electricity on his own and has to absorb it from outside sources.[1]

Trivia
- It's unknown if Tommy Lee was among the Belle Reve patients, who underwent Curtis Knox's treatment, which removed both abilities and memories.[2]
