Around the turn of the current century, the Balkan nation of Transbelvia was embroiled in an armed insurrection based in the Krasny-Volna region. NATO troops supported the Transbelvian government against the insurgents. While passing through Belverus, the Transbelvian capital, the American crimefighter Dinah Lance got bombarded in an urban mortar attack, and witnessed many civilian casualties.
