Ulthoon was a wind elemental from the planet Xalthor.
History
Originally using his powers to conquer worlds, until an encounter with the Justice League left him to contemplate using his powers for good. He decided to do so, but in the process, split himself into two, the Tornado Champion and the Tornado Tyrant.
Ulthoon was later captured by T.O. Morrow and placed in Red Tornado's robot body, transfering the Champion's powers to control the winds to the android.

- Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
