Ulysses Sutter was the founder of Central City and Keystone City, also known as the Gem Cities.

History

Some time after founding the two cities, he was killed by his friend Marshall Fletcher who betrayed him. After his death, he became a ghost intent on revenge known as the Keystone Killer. He was eventually defeated by the Flash and Deadman after he began a recent killing spree in Central City.
