Undercloud is a group of hackers aiming to take over Gotham City.

History

The New Recruit

Discovering Max Gibson, Undercloud attempted to hack her computer, but were unsuccessful. They allowed her to track one of their computers so they could recruit her into the organization. Undercloud revealed their vast surveillance equipment and threatened her friends if she declined.[1] She agreed to participate in their test, where she edited the code of Gotham Credit Union's mainframe, resulting in a four second blip in Gotham power grid.[2]

Dethroning Rebel One

During the Joker King's attack on Gotham City, Max was kidnapped by Undercloud operatives and met their leader, Rebel One.[3] She revealed that she was a dreg, a person of the lower class, and sought revenge against the upper class, planning to level the city with the help of a robot called Alloy.[4] Rebel One blackmailed Max into hacking into Responsometers, devices that would allow her to control Alloy. While starting up the robot, she drew in too much power, while resulted in a minor blackout. Unfortunately, this was enough for Rebel One to decide to preemptively activate Alloy and send it out into the city.[5]

Max reworked Rebel-One's controller, allowing Batman to unleash an electric blast to separate Alloy into the Metal Men. Batman and the elements initially attempted to stabilize the damaged Reed Tower, but then decided to safely destroy the rest of the tower. Enraged, Rebel-One pushed Max out of her hovercar and aimed to drive into the tower.[6] The Metal Men split up, with some stopping Rebel One while Lead and Iron formed a cylinder around the tower. Tin ended up saving Max and knocking out Rebel One. Afterwards, Max decided to take over Undercloud and return it to its original purpose, albeit in a less villainous manner.[7]

System Override

When Brainiac took over much of Earth's machines, Undercloud fought to stop him. Max discovered that he was making the A.I.s want to rebel, rather than reprogramming them. He recognized the threat Undercloud posed and started tracking down its members.[8]
