While not commonplace, Undersea Civilizations appear in almost every version of the DC Universe.
History
The legend of the lost continent of Atlantis has been played out in many parallel realities. Likewise over a dozen human civilizations are chronicled as living at the bottom of the ocean, usually in technologically advanced cities, with many of those cities having vast transparent domes.
Earth-One
- Aqua, an undersea kingdom.
- Atlantis and Tritonis
- Neptunia, formed when a piece of the planet Neptune broke off, flew across the Solar System, and landed on Earth, forming an undersea city, called Neptunia.[1] Neptunia had a very close analog of itself on Earth-Two.
- Sareme, an undersea city-state adjacent to Atlantis and populated by a pale-skinned, belligerent race. The people of Sareme worshipped a stone idol as a god, and after the destruction of the idol, elevated a demagogue to the status of divinely appointed leader. Using nerve gas scavenged from a United States Army dump site in the Atlantic Ocean, Sareme made war upon Atlantis and was responsible for 43 Atlantean casualties until Aquaman, Superman, Hawkman, the Atom, and Green Lantern put a halt to the attack.[2]
- Sunken Island, a 700-year-old Chinese settlement, inside a submerged island.

- In 1957 Blackhawk discovered an Undersea City, under a glassoid dome, on the bottom of an un-named ocean, populated by yellow-scaled, water-breathing Mermen. Blackhawk has not divulged its location to even his own team-mates.[3]
- Quorxa, an oceanic colony established by alien refugees from the parallel reality of Earth-377[4] in Earth-One's Mesozoic Era. The precursors of the Quorxan civilization secretly bore witness as a time-traveling Superman quelled the eruption of an undersea volcano, which was induced by a phenomenon of cosmic radiation. The volcano also blasted fragments of an extremely rare metallic ore from the crust of the Earth, which absorbed some of Superman's ectoplasm and granted the Quorxans and their descendants the gift of eternal life. Attributing their immortality to a miracle performed by Superman, the Man of Steel was reimagined into Quorxa's patron-god Sonzrr. Millions of years later, in Superman's own time-period, the immortality began to wear off, causing Quorxa to send an emissary to Metropolis to supplicate Superman for the renewal of their eternal lives. Stealing and decoding the Quorxan holy book, Lex Luthor and Brainiac sought to exploit the situation to drain Superman's powers entirely with the metal ore and kill him, although Brainiac had a secret agenda to tap into the ecto-energy contained within the ore and use it to power a shrink-ray cannon that would reduce Earth to the size of a marble. By absorbing the small fractions of his ectoplasm trapped in the ore contained in the Quorxan believers' S-shaped pendants, Superman intercepted Brainiac's ray, re-absorbed enough of his ectoplasm to return to his original power levels, and made short work of the villains. The whole affair also had the outcome of restoring the Quorxans' immortality, ironically thanks to the pains taken by the villains to induce a second eruption of the undersea volcano and find more ore to expose Superman to.
Earth-S
- In an ocean, not identified in the chronicles, at the bottom of the Great Maelstrom, was the domed city of Atlantis, until 1953. The ancient city had long ago been taken over by savage Rhuk invaders, and was destroyed along with its barbarian population when the Great Maelstrom collapsed.[5]
Earth-Two
- Atlantic island isolated outpost of Imperial Rome, ruled until 1945 by Nero Maximus.[6]
- Atlantic undersea secret city of the evil race of Moon Men, gassed to death by Zatara in 1940.[7]
- Atlantis:
- Atlantis, an uninhabited ancient sunken city, found by Aquaman's father in the 1920s. This famous ocean explorer built himself a watertight home within one of the palaces, and lived there, studying the records and devices of the ancient race, for decades.[8]
- Atlantis, a populated city in a deep cavern, the Southern Seas, found by the Black Pirate in the early 17th century.[9]
- Atlantis, domed city, with an air-breathing population, discovered by Professor Hubble and visited by Superman, ruled by Queen Paralea until at least 1950.[10]
- Atlantis, city of Venturia, ruled by Queen Clea until 1944,[11] and afterward by Queen Octavia.[6]
- Atlantis, a populated city in a deep cavern, in or near the Azores, found by the Three Aces in 1941. These people called themselves "Normen", and were jointly ruled by hereditary monarchial siblings Sasha and Hagad. Hagad married Ingrid Svenson, an old friend of the Three Aces. Atlantean Normen had radium-powered rocket ships and a vast supply of radium. Their Goddess was called "Tanis".[12]
- Atlantis, city of Aurania, ruled by Queen Eeras, ally of Wonder Woman.[13]
- Atlantis, a lost city in an underwater cavern, found by Zatara in 1939.[14]
- Atlantis, a hidden undersea city, ruled by Nargo, a superhuman telepath, found by Zatara in 1942. Nargo's clash with Zatara resulted in this city's destruction.[15]
- Off the coast of New York City, at the bottom of a five-thousand-foot chasm, lay the pulverized ruins of the city of the Kogats, an evil apelike aquatic race of telepaths, wiped out by Hawkman in 1940.
- Near the Hawaiian Islands, at the bottom of the Pacific Ocean, lay the devastated ruins of the city of the Fish-Men of Nyarl-Amen, an evil dynasty for 50,000 years, wiped out by Doctor Fate in 1941.
New Earth
- Atlantis is the name of a continent located in the North Atlantic Ocean and represents one of the earliest and most highly advanced cultural societies on Earth. Untold millennia ago, groups of pilgrims settled in the greater Atlantean region establishing twelve distinctive communities, a few of which evolved into the city-states now known as Poseidonis and Tritonis. Many believe that the original twelve settlements represented the twelve signs of the Zodiac.

Quality Universe
- In 1947 the Blackhawk Squadron discovered an Undersea City, under a glassoid dome, on the bottom of the Southern Sea, populated by yellow-skinned, air-breathing Humans. Apparently they have kept this city's location a secret; it has not been seen or mentioned again.[16]
- In 1953 the Blackhawk Squadron discovered a Lost Island of Atlantis, under a glassoid dome, on the bottom of one of the oceans. This mostly-intact, long-uninhabited, sub-sea city was recently discovered and taken over by pirates. After the Blackhawks defeated the pirates, the location of Atlantis was known to all seven Blackhawks, and also to the surviving pirate/slaver crewmen, and also to the rescued slave laborers.[17] So presumably this city's location is known to the public, authorities and criminals alike.
