Valga was an unaligned dictatorship, in Post-WWII Europe, and bordered the democracy of Luonia.
History
In 1951, the dictator of Valga, Reglo, made a deal with international espionage organizer, aviatrix, and feminist cult leader, the Queen Bee, to take over the neighboring democracy of Luonia. Following her plan, Reglo placed an armored division at the Luonian border, and held it there, awaiting her signal to attack. It was understood by all concerned that the world-famous Blackhawk Squadron was likely to show up for this sort of situation, but Reglo was confident that Queen Bee had a plan for dealing with that problem. And she did, but her plan was to arrive well ahead of the Blackhawks, and turn the full firepower of her fighter squadron on the assembled, exposed Valgan army. She then flew to Reglo's citadel, confronted him, and killed him with a poisoned sword. Golden Swarm agents, all attractive young women, in skimpy uniforms, were standing by to organize a Women's Government, and within 24 hours they had displaced all male officials from their posts.
That same day, using a completely different approach, Queen Bee was also able to take over the democratic government of neighboring Luonia. In a few weeks, however, the Golden Swarm's real plan was exposed, as Blackhawk secretly transmitted a private conversation with the Queen Bee, to Blackhawk Island's broadcast transmitter. Soon the Queen Bee's real tactics and intentions were exposed to the world, and she was driven from office in disgrace, at least in Luonia. In Valga, where government control of the press and broadcast media have always been the rule, it is believed that Queen Bee was able to hold on to power for some time longer. However that same government censorship makes it impossible to know exactly how long the Golden Swarm continued to rule, there.
