History
An agent of the Department of Domestic Security. In 2008, Vanessa Webber was assigned to investigate Chloe Sullivan, who had been caught hacking into government databases and was suspected of being part of a terrorist sleeper cell.
Webber approached and blackmailed Henry James Olsen, Sullivan's boyfriend, into spying on her. However, after Olsen failed to collect the evidence she wanted, Webber apprehended Sullivan and tortured her during the interrogation to find out who Sullivan worked for. Before she could get any answers, Webber was knocked out by Olsen. Due to a deal Olsen had made with Lex Luthor, Luthor used his influence to get Webber and the DDS to back off Sullivan.
