Vincent Scagnetti is a Detective in the New York City Police Department.

History

Due to his gambling habit and visits to the Iceberg Casino, Scagnetti becomes indebted to the Penguin.

Scagnetti murders Louis the Mustache while trying to retrieve the Frost Diamond for the Penguin. Catwoman, who has stolen the diamond, arrives on the scene. During the ensuing confrontation with Scagnetti, Catwoman blinds Scagnetti and he loses his right eye.

Scagnetti follows Catwoman back to Gotham City, continuing his attempts to retrieve the Frost Diamond, and also for revenge on Catwoman. His plans go awry, however, and he is eventually arrested by Harvey Bullock when Catwoman exposes Scagnetti's criminal activity.
