Virgil Meyers is the Mute, an enemy of Batman who can stop people from talking. He is a member of the Victim Syndicate.
History
Origin
Virgil Meyers lived a happy life with his wife in Gotham City. He was the owner of a joke shop in one of the city's districts. His life came crumbling down when he and his wife were affected by one of the Joker's first gas attacks on the city. Both he and his wife had an allergic reaction to the gas, with Virgil having to go through an extreme tracheotomy to survive. Virgil's wife perished and Virgil lost his voice, however Virgil gained the ability to stop people from talking when they want.[1]
Virgil blamed Batman for his condition as he believed without a Batman there would be no Joker, and thus his wife would still be alive. Virgil took on the name Mute and joined the Victim Syndicate, a group of super-villains who were originally victims of Batman's war on crime. This Syndicate comprised of Mister Noxious, Mudface, Madame Crow, and the mysterious leader known only as the First Victim.[1]
