Volunteer is the recruiter of Apokolips, forcing the slaves to join Darkseid's army.

Volunteer's methods are blinded by his loyalty to Darkseid. The initiation of the recruits is complete after DeSaad's methods strip them of all their emotions, accepting Darkseid as their sole salvation.

Impressed with the performance of a slave, Volunteer was planning to promote him to full status. However, this slave was Orion in disguise as part of his quest for Tigra.[1]
