I do look a little like the late Major von Steuffin ... hmm -- same height and build --- only need a mustache to be his double! 
Major von Steuffin was a mid-level occupation officer that was hunted and killed, in France, by the Sniper, during the Second World War.
History
In 1943, in Paris, Major von Steuffin was shot dead, in the middle of Nazi Headquarters, along with everybody else in that room, by the Sniper. The Sniper stole his monocle and most of his uniform, and in this disguise he bluffed his way into an important conference, where he attempted to assassinate Adolf Hitler.
Notes
- This version of Von Steuffin, including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths event and later restored following the rebirth of the infinite Multiverse during the Dark Crisis of 2022-2023. Even though other versions of the character may have appeared, this information does not apply to those versions.
Trivia
Major von Steuffin sported a monocle AND a long cigarette holder.
