Wallace West was created by Pariah to entice The Flash into staying on Earth-Flash.1.

History

Wallace met with Justice League Incarnate and asked Avery Ho, who he did not recognize, if they were looking for Barry Allen, and after agreeing Wallace introduced the group to Barry.

When Wallace grew up, he married Emiko Queen, the superhero "Red Arrow."
