The Watchdogs of the Universe are a benevolent force, doing good works throughout the universe in secret.
History
In the 20th Century, the Watchdogs were accidentally seen stopping a volcanic eruption by a human named Mr. Bolton. Though the Watchdogs had technology that allowed them to do their work invisibly, volcanic ash coated their suits enough for Bolton to see them. Fearing exposure, they made him return with them to space where they prevented several other disasters around the universe. Bolton was essential in saving one such world and was awarded a medal and allowed to return home as reward. He was forbidden from revealing their existence as they feared people would stop innovating and instead rely on intervention from the Watchdogs should they ever be made public. Bolton kept his word but told his son their adventures as a bedtime story.[1]
By the 23rd Century, the Watchdog's methods had changed. Occasionally planets became invisible, unmoored from their orbits, and traveled as invisible wrecking balls, destroying other planets in their paths. The Watchdogs would preemptively destroy these planets, figuring the loss of one planet was worth the sacrifice to save untold others. As Earth began to lose its albedo, expert Daryl Halbert raced home to Earth to discover the cause. He crashed his ship and was saved by the Watchdogs who then informed him they planned to destroy Earth in just seven hours. Halbert asked for time to investigate and was able to deduce Earth's predicament just before the deadline. Earth wasn't actually disappearing but had been enveloped by a cloud of prismatic dust that absorbed light from the visible spectrum. The Watchdogs eliminated the dust cloud and Halbert saved Earth from destruction..[2]
