Red Tool is a vigilante obsessed with Harley Quinn, to the point of stalking her. At first, Harley did not like him, but they have since became good friends and close allies.

Meeting Harley
Wayne first encountered Harley while she was under the influence of berries that make anyone who smell her fall for her. He battles those who have fallen under her spell and loses an arm and is crippled in the process.[1]
