That's the Wedgwood Museum. When Old Lady Wedgwood died she left her stuff to the academy, but it said in her will that the contents of the house were to be preserved exactly as they were. It's filled with antiques. Weird old stuff. Students are only allowed in on guided [tours]. 
The Wedgwood Museum is a small museum of local history in Gotham City located on the grounds of Gotham Academy.
History
The museum building was donated by "Old Lady Wedgwood", a Cobblepot by birth, to the school on the condition that her strange home not be renovated or altered.[1]
While the focus of the museum is Gotham history and it includes such exhibits as the only known etchings from the lost Book of Old Gotham Mrs.Wedgwood had an interest in the occult which led to some of the museum's stranger aspects, like a seance room, prevalence of sets of thirteen, and stairs that lead to nowhere.[1][2] The museum does not have normal operating hours and is only open on special occasions or for scheduled guided tours.[1]
