Count Vertigo was a former associate of Ra's al Ghul.
History
The two of them had a falling out and some time later, Vertigo's activities interfered with that of Ra's. Whether this was intentional or coincidental, remains unknown. Vertigo was eventually stopped by Ra's daughter, Talia and Gotham's vigilante, Batman and after this confrontation, Vertigo was presumed dead.
