Whiz Comics #140 is an issue of the series Whiz Comics (Volume 1) with a cover date of December, 1951.
Synopsis for Captain Marvel: "Captain Marvel becomes President of the USA"
Billy Batson gets news at a Station WHIZ Listening Post that violence has broken out on the South Atlantic island of Amarka and calls SHAZAM to look into things via Captain Marvel. Captain Marvel recalls the area is run by many differing tribes of people and stops a battle between the Vikings and the Centurions and brokers peace between American Minutemen and horse-riding pirates until there is peace on Amarka. The man who sent the distress signal, Kim Kyla, says that temporary peace will not last and that they need a strong ruler… like Captain Marvel! Captain Marvel points out that they need a more unified form of government that understands the differences of one another and determines that the 48 Tribes of Amarka can be broken up into 48 States, creating a new United States of Amarka, an America in miniature. Captain Marvel makes them a new flag, which resembles the American one, but with vertical stripes. The 48 Representatives arrive to their new Capitol and all cheer for Captain Marvel to be President of the new USA and Captain Marvel is deeply honored at their unanimous vote. A violent dissident in a purple cape throws a bomb into the Capitol, only for Captain Marvel to grab it and fly it into the air, letting it go off in his hands harmlessly. Captain Marvel takes the villain to prison and decides they need a Constitution and a Bill of Rights, permitting democracy and freedom. While his back is turned, an evil bald man tries to stab him, then shoot him to predictable results. His guards try to arrest the attacker, but Captain Marvel punches him over and Kim Kyla is soon voted as the President of the New USA, who tells Captain Marvel they will remember him as the Father of their Nation as he leaves. Billy signs off later by saying that Captain Marvel is happy to spread democracy.

Synopsis for Golden Arrow: "Dynamite Trail"
Golden Arrow hears dynamite explosions from Cheyenne Pass from Harry Curtis, a local clearing land for use that he just bought from rich rancher Clint Walsh. Blowing up the last charge, Golden Arrow reveals that Harry has struck gold and he's now rich and they take this information to the Assayer's Office. Overhearing his big find, Clint Walsh sends his goon Monk to go kill Harry before he can register a deed for his claim at the Land Office. When Golden Arrow gets back to Harry's cabin, Walsh and Monk claim he didn't live there and they merely hired him to clear the land and has gone home. Golden Arrow leaves and pretends he's going to town to try to find Harry, but circles back under nightfall. However, he's quickly held at gunpoint and ordered downstairs, finding that Harry is also in a basement and Walsh intends to pretend that it was a dynamite-related accident so he can keep all the gold for himself (and Monk.) Harry and Golden Arrow manage to move back-to-back so the Robin Hood of the West can untie himself, winds straw around an arrowhead and uses it to scare the outlaws away from the plunger, then a second arrow to break the plunger off entirely. The two try to escape, but Golden Arrow uses a stick of dynamite on an arrow to stun them a moment so he can tackle them and defeat them in a quick fistfight. Golden Arrow tells Harry he's taking these two in for attempted murder.

Synopsis for Lance O'Casey: "Lance O'Casey and The Pearl Pirates!"
Lance and Mike find a tramp steamer being attacked by pirates and manage to wing one of them in the arm while the pirates escape. They both recognize when they spot him that it's known and wanted pirate "Ape" Rogan. Heading aboard the steamer, they find the Captain has a shipment of pearls borne for Port Royale to his friend, Sam Kushiro. He then dies, so Lance and Mike decide to help out to deliver the pearls to Sam, who is also an old friend of Lance's and owner of the largest pearl beds in the area. Sam Kushiro is sad to hear his close friend is dead, since it means his business is ruined: pirates have been attacking his pearl beds since after the war (which he couldn't harvest during.) All the same, he invites them to dinner where he expects he'll get offers for his now-dying company and almost immediately does from a Señor Cordoba, but politely declines for now. Lance offers that he can just go stop the pirates and that, if they don't run in to them, they'll be able to safely transport the cargo for him. In the kitchen though, Cordoba and Rogan listen in via a bug hidden in a table and Cordoba says that they must defeat Kushiro now to take up his successful business for cheap. Rogan tries to fight the two men with his goons, but are easily defeated in a quick fistfight before they run off. Later, they pretend to be Harbor Police and board their ship, this time just using a stolen boat and lots of guns to seize control. Cordoba comes aboard as they leave Lance and Mike bound below deck and Rogan offers to light them a final cigar with their lantern, burning his fingers when he tries to pull the chimney off too quickly. Rogan leaves and Lance quickly burns his bonds off and decides to use the pearls to help them: he rolls them into the pirates, making them slip and slide on them and then Lance punches out every pirate on board, leaving none for Mike. Later, real harbor police thank Lance while arresting the pearl pirates.
