Wilhelm Vittings was the first Markovian prime minister.

For the first time in its 211 year history, Markovia held elections for a prime minister to devolve some powers from the young king Gregor. Vittings was an ambitious government official, and with help from American businessman Abraham Lincoln Carlyle, he stood for election. His opponent was the academic Josef Müller, and the battle was tense. Vittings had the upper hand, however, because he had help from Psycho-Pirate, who masqueraded as deposed tyrant Baron Bedlam. Psycho-Pirate swayed public emotions and filled Müller's head with fear and doubt so strong that he shot himself. Vittings used it to his favor; Müller had been weakened by the sorry state of Markovia, and he would bring it back to greatness. He won by a landslide.

With his stooge in power and foreign mercenaries to keep the peace, "Baron Bedlam" staged a coup. King Gregor and Queen Ilona were captured. The Outsiders tried to stop them but were arrested. But Vittings' loyalty was to Carlyle, not Phycho-Pirate. He was given special lenses that made him immune to the effects of the Medusa Mask. When the villain found out, he had Vittings arrested. After Psycho-Pirate was defeated by the Outsiders and Infinity Inc., Vittings did not resume his tasks as prime minister.
