Walt or W. W. Wiggins was a soldier who was stationed in Australia. There, he met a young married woman, Betty Harkness, whose husband was also a soldier who was away at war. They had an affair.

Wiggins later became a toy salesman for W.W. Wiggins Game Company in Central City. He returned to Australia on a business trip. He reunited with Betty and she became pregnant. She pleaded with him to take her away to America, but he refused. Years later, when their son, George Harkness, was kicked out of the house by Betty's husband, she bought him a plane ticket to Central City to see Wiggins.[1]

This came at an opportune time, as Wiggins, now in charge of the toy company, was searching for a spokesman for his latest toy, a boomerang. Harkness happened to be very skilled at the device. Wiggins dressed him in a costume and named him "Captain Boomerang". However, Harkness eventually used this identity while committing crimes and became a member of the Flash's Rogues Gallery.[2]

The Wiggins Toy Corporation was the maker of the "Capt. Computron" toy. Basil Nurblin was an employee of Wiggins Toy Corporation.
