Bill Perkins was a District Attorney who took to fighting crime as The Mouthpiece because he felt that the police and courts were ineffective in handling it. He was known for his often brutal methods.

- The Mouthpiece was one of the characters acquired by DC from Quality Comics but like several others, including Wonder Boy and Wildfire, they have done little with him since.
Trivia
- An elderly lawyer referred to as Mouthpiece assisted the second Doctor Mid-Nite in his introductory limited series, but it was never confirmed that this was William Perkins.
