William Tockman src

William Tockman is the Clock King, a criminal engineer faced by the Arrow.

Born March 11, 1965, William Tockman was a former employee of Kord Industries, working as an encryption engineer. At some point, Tockman was diagnosed with MacGregor's Syndrome, a rare and terminal illness, but instead of using the money he stole to ameliorate his own condition, Tockman spent it to help his sister, who had cystic fibrosis.

After at least two successful robberies, Tockman was given the nickname "Clock King" by the media. He ultimately failed to obtain the money needed for his sister upon being apprehended by the Arrow, Canary, and Felicity Smoak. Tockman was transferred to Central City, after his sister succumbed to her illness and William was denied the opportunity to be present in her last moments. Now dying and with nothing left to lose, Tockman decided to use his skills to stay out of prison as long as he could before eventually succumbing to his own illness.

The character borrows elements from Temple Fugate which was created by David Wise and first appeared in the episode "The Clock King" of the series Batman, while also taking inspiration from William Tockman's original origin from the Green Arrow comics.
