Willy Hooker was a carnival worker and a bounty hunter who used the identity of the Executioner to murder wanted criminals and claim the reward.

History

Hooker was in fact the man responsible for breaking the criminals out of jail in the first place and later he would kill them. His activities were discovered by Batman and Robin, who captured Hooker and stopped his criminal racket.
