Wolfgang Winks (New Earth)

Woozy Winks first appeared in Quality Universe continuity in Quality Comics' Police Comics #13 by Jack Cole. He first appeared in Post-Crisis New Earth continuity in Secret Origins (Volume 2) #30 by Roy Thomas and Stephen DeStefano.
While the Post-Crisis Plastic Man has a verifiable career during the Golden Age^[1], Woozy's steps seems be more recent.
A story in Plastic Man Special #1 implies that Woozy's first name is Wolfgang and he was once a brilliant National Bureau of Information agent, expert in martial arts, until he breathed into the toxic blood of Plastic Man when the pair was trapped in a closet. Since Plastic Man seems to be an unreliable narrator, the origin of Woozy Winks (as well as his alleged real name Wolfgang) can be pure fiction.
