World's Finest (Volume 1) with a cover date of July, 1979.
Synopsis for Superman & Batman: "The Innocent Who Hated"
In Gotham City, a scientist experiments with an animal at the Gotham Zoo, but the creature escapes after the scientist is attacked by some criminals. The creature flies to Metropolis and is found by a crazy bag lady. It is then that the woman discovers that the creature can make her wishes come true and she takes advantage of the situation by going around town and making strange things happen.
Superman becomes aware of the strange events, but he is unable to locate the lady and meanwhile, Batman deduces that everything is connected to the experimental creature that escaped from the Zoo. Going to Metropolis, Batman joins Superman on the quest to find the lady, but once they find her, she decides to turn every foreigner in the city to stone. At first, all people that were not white or didn't look as Americans were turned to stone, but when she noticed that Superman was on her trail, she decided to turn every suspicious looking person to stone, including Superman, who is the greatest foreigner in her eyes.
Batman is left alone and he tricks the woman by disguising himself as the statue of George Washington and making her realize that it is wrong to condemn foreigners, when America was built by the foreigners of old. When the woman returns everyone to normal, Superman takes away the creature from her hands and Batman then takes ther to a place where people would take care of her.
Back in Gotham, Superman and Batman return the creature to the scientist, who thinks the creature is too dangerous to exist. Batman argues that he feels the creature does not belong in this world, but among the stars; they soon discover that the creature has gone into space, following Batman's wish.

Synopsis for Green Arrow: "Time Keeps on Killing"
After taking down a group of crooks at Star Tower, which houses the town clock on one of its faces, Green Arrow encounters a workman whose face he places only after he leaves: William Tockman, the Clock King, whom he encountered years earlier. Originally, Tockman became the Clock King to steal enough money to support his invalid sister when a doctor mistakenly told him he had only six months to live. However, during the Clock King's long imprisonment, his sister died. Thus, the Clock King vowed to get revenge on both the doctor and Green Arrow, which he intends to fulfill by blowing up Star Tower, where the doctor has his offices and where he has tricked Green Arrow into showing up. Notes
- Captain Marvel's story is reprinted in Shazam!: The World's Mightiest Mortal Vol. 3.
Trivia
- The Captain Marvel story makes use of the element Marvelium, which Captain Marvel claims to have invented and to be capable of holding phantoms prisoner. This is not hyperbole; Marvelium's origin story was in Captain Marvel Adventures #100 and indeed had Sivana failing to escape a Marvelium cell while in phantom form. Sivana is seen with a book named Collected Papers of Todd Klein on his reading desk.
- The storyline also makes use of Mr. Mind's ability to transfer his mind into artificial bodies, its first prominent use since Captain Marvel Adventures Vol 1 26.
