Much as I dislike stating the obvious, even to myself-- This weather is impossible! Gotham's been hit by late winter storms before, but never this late and never this bad. And since the National Weather Service can't find any natural cause for it, that leads to one inescapable conclusion! Somewhere, someone is doing this deliberately!

Batman and Superman decide to investigate the source of the problem, and while the Man of Steel goes to space to check on the abandoned and lost satellites orbiting Earth; the Dark Knight interrogates a known crook, associate of the evil Mister Freeze.
True to Batman's suspicion, Mister Freeze is behind the strange events as he has created a syphon machine that drains the heat from Gotham City and deposits all remaining heat in Metropolis. Freeze wants Gotham to become a frozen paradise so that he can live without need of special equipment. However, he has been using one of the abandoned satellites and he is soon located by Superman.
When Batman confirms his suspicions about Mr. Freeze, he and Superman confront Freeze in the satellite, but the villain uses a deadly heat ray to destroy Metropolis, forcing Superman to leave in order to stop the threat. Synopsis for Captain Marvel: "The Snatching of Billy Batson!"
On his way to Station WHIZ-TV, Billy Batson is kidnapped by two goons who seize him and dump him bound and gagged into their car. Later, they call up Miss Jameson to speak to “Captain Marvel” as they're holding Billy Batson hostage. The kidnappers leave instructions for Captain Marvel to contact them by 2pm, don't tell the cops, the news or anyone else what they're up to and to meet them at 522 W 84th for further instruction. Joan hangs up and her horrible new relative notes that his sister sure seems worried, but she coldly and angrily refuses his help. To help out, she instead calls Freddy Freeman, who gets the word and calls CAPTAIN MARVEL to help Billy as Captain Marvel, Jr. To help create a fake Captain Marvel, he flies off to recruit Magnificus Sivana and Beautia helps him into a wig and complete his disguise. Junior soon drops him off at the address to find Benny Portis is there, but that he's only willing to test Captain Marvel's realistic look by having his goons shoot at him! Luckily, Junior flies in at the unseen Speed of Mercury to catch each bullet and Portis is mollified for now, revealing behind a curtain is Billy Batson, imprisoned in a sound-proofed transparent cube prison, which he says is rigged to kill him if he presses a button or if it's broken open. “Captain Marvel” asks what he actually wants and Benny says he wants him to kill Gus Canning while he has a perfectly reasonable alibi, saying that Gus has been ratting on them to the cops. The “World's Mightiest Mortal” angrily runs his hands through his hair, revealing his blond hair and Junior flies in to stop the bullets before they attack Billy, who manages to call SHAZAM once he's cleared of the now broken glass prison. The two “Captains Marvel” fight off Portis and arrest him as Captain Marvel says he intends to take down Gus Canning too.
