Clark Kent and con man J. Wilbur Wolfingham are both on-hand to witness the people of the village of Whillikers act "slap-happy" as a result of excess oxygen from a botanical scientist's experiments with plant growth. When the people of Metropolis begin acting the same way it turns out that Wolfingham has replicated the experiments on a vast scale in order to steal at leisure. Superman's solution: a giant flamethrower to burn off the excess oxygen.
